PROBLEM TO BE SOLVED: To reduce redundancy.SOLUTION: Interrelationship between encoding parameters of different planes can be used. Thus, an additional overhead occurs by necessity for transmitting a signal of information on inter-plane prediction to a decoder, but a rate/distortion factor is improved. Especially, whether inter-plane prediction is to be used or not is individually determined on the plurality of planes, or determination can be performed in a block unit by considering one secondary plane. |
