The prevent invention relates to phosphor-transparent ceramic composite plates. According to an embodiment of the present invention, provided are a phosphor-transparent ceramic composite composition which comprise: with respect to 100 wt% of transparent ceramic powder, 5 to 30 wt% of at least one type of powder inorganic phosphor; and 0.5 to 15 wt% of binder compounds cross-linked by thermal processing while including at least one type of silicate base, phosphor-transparent ceramic composite plates which are formed by plasticizing the composition in two steps, and illumination devices containing the same.
