The device (10) has a movable part moving with respect to a fixed part (12) between rest position and activated position. Permanent stops (56, 58) block the movable part with respect to the fixed part and are forcibly passed such that the movable part passes from rest position to activated position. One of the stops is mounted on an elastic portion (60) i.e. elastic tab, of the fixed part. The elastic portion is deformed between a stop configuration and a removal configuration. The fixed part has a pump body (16), and the movable part has a dispensing head (14).
