<p><P>PROBLEM TO BE SOLVED: To provide an air conditioning operation control system which can save energy by reducing the consumption of primary energy and can be achieved with limited facility investment. <P>SOLUTION: When a temperature in a room is within a range of a temperature lower than a first set temperature continuously for a predetermined period of time, an operation is switched to a first step of stopping an external air intake means 3, an air circulating and sending means 4, and a cooling means 5. When the temperature in the room is within a range of a temperature equal to or higher than the first set temperature and lower than a second set temperature continuously for a predetermined period of time, the operation is switched to a second step of operating the external air intake means 3, and stopping the air circulating and sending means 4 and the cooling means 5. When the temperature in the room is within a range of a temperature equal to or higher than the second set temperature and lower than a third set temperature continuously for a predetermined period of time, the operation is switched to a third step of operating the external air intake means 3 and the air circulating and sending means 4, and stopping the cooling means 5.
