PROBLEM TO BE SOLVED: To provide a repeating device and the like capable of improving response to scrolling operation.SOLUTION: A repeating device includes: a first communication unit; a division unit; a calculation unit; and a second communication unit. The first communication unit receives a page from a server device. The division unit divides a second area other than a first area that is a part of the page displayed on a client terminal into one or more divided areas. The calculation unit calculates the number of division areas to be transmitted to the client terminal during a period of a time difference between acquisition time for acquiring the entire page from the server device and transmit time for transmitting the first area to the client terminal. The second communication unit transmits to the client terminal an image corresponding to the first area and an image corresponding to the divided areas by the number calculated by the calculation unit.
