The purpose of the present invention is to integrate a heating air-conditioning configuration and a cooling system of a vehicle, to enable more efficient heating air conditioning. A vehicle air-conditioning device (10) is provided with: a radiator (44) used to cool a vehicle-side heat-generating apparatus (14); a heater core (30) with which heat exchange between a coolant and air to be blown into a vehicle cabin is performed; and coolant passages (46) having, flowing therein, the coolant circulating between the heater core (30) and the radiator (44). Furthermore, the vehicle air-conditioning device (10) is provided with a water heater (50) which is integrated with an air-conditioning power element configured from a highly heat-resistant semiconductor element, and which uses the power element and a heat-generating body to heat the coolant flowing to the heater core (30).
