PROBLEM TO BE SOLVED: To provide a device and a method that effectively use a communication path employing a communication mode in which communication is only permitted within a predetermined transmission limit time in a transmission limit management period.SOLUTION: A transmitting device 10 in an in-vehicle communication system comprises: a first communication unit 101; a second communication unit 102 that transmits communication data by a second communication mode in which transmission is only permitted within a transmission limit time in a transmission limit management period; a scheduling unit 120 that determines an upper limit value of a time when transmission of communication data by the second communication unit is permitted in the transmission limit management period such that the total time of transmission time of communication data by the second communication mode in the transmission limit management period does not exceed the transmission limit time; a transmission instruction unit 130 that gives a transmission instruction to the second communication unit 102 if the total time of transmission time of communication data by the second transmission unit 102 does not exceed the upper limit value when it is detected that a transmission delay time by the first communication unit 101 exceeds a determination reference time.
