PROBLEM TO BE SOLVED: To provide a charging device, charging method and charging program for an electric vehicle capable of suppressing the erroneous detection of power theft while preventing power theft without installing any special function in the electric vehicle.SOLUTION: A charging device 100 for an electric vehicle includes: a power supply part 101 for supplying power; a connection part 104 for connecting the power supply part to an electric vehicle 150; a state determination part 121 for determining whether the connection part is connected to or disconnected from the electric vehicle; a connection frequency counting part 122 for counting connection frequency indicative of a change from a state that the connection part is disconnected from the electric vehicle in a predetermined time or more to a state that the connection part is connected to the electric vehicle on the basis of the determination of the state determination part; and a power supply control part 123 for controlling the power supply part to supply power via the connection part to the electric vehicle as long as the connection frequency is equal to or less than a predetermined number.
