PURPOSE: A pouch type external material for a secondary battery, and the pouch type secondary battery are provided to prevent the damage of the electric insulation resistance from the exterior, and to improve the safety of the battery. CONSTITUTION: A pouch type external material(400) for a secondary battery includes an upper part formed with an inner layer(11), a metal layer(13), an outer layer(15), and a lower sheet. The inner layer is sprayed with a hydrophobic inorganic material layer(16). The hydrophobic inorganic material layer has the thickness of 10~100 microns, and the average particle diameter of 1~500 nanometers. A hydrophobic inorganic material forming the hydrophobic inorganic material layer is selected from the group consisting of SiO_2, Al_2O_3, MgO, BaTiO_3, ZrO_2 and ZnO.
