PROBLEM TO BE SOLVED: To achieve effective use of a radio resource by reducing a load on a center device.SOLUTION: A radio communication system according to the present embodiment comprises: a plurality of first radio base station devices which perform radio communication with a radio terminal device; and a radio base station control device which manages the plurality of first radio base station devices and which can be connected to a second radio base station device outside the management through a core network. The radio base station control device includes storage means for storing radio base station information for identifying the plurality of first radio base station devices; and control signal control means that, in a case of receiving a request signal of handover transmitted from a first radio base station device, when the handover destination is another first radio base station device, transmits a response signal for permitting the handover to the first radio base station device which has transmitted the request signal, on the basis of the radio base station device information and, when the handover destination is the second radio base station device, transfers the request signal to the core network. |
