PROBLEM TO BE SOLVED: To provide an optical element that regulates emission of light in an angle region in an oblique direction with respect to a surface, wherein the angle region where the emission of light is regulated can be used for image display.

SOLUTION: A microlouver 1 is provided comprising: a transparent substrate 2; a rugged pattern portion 5 which is formed with a predetermined pattern, and forms a diffraction image on one surface of the transparent substrate 2 by diffracting incident light; and transparent layers 3 and light absorbing layers 4 alternately arranged and disposed on one surface of the transparent substrate 2, extending in a direction intersecting the surface.
