<p><P>PROBLEM TO BE SOLVED: To start-up a power generating and air conditioning device without generating problems of breakage of a compressor and the like even in the absence of power supply from a commercial system due to power failure or the like. <P>SOLUTION: A starting step of supplying electric power stored in an electric storage device 17 to a starting motor 13, and starting an engine 1 to which a power generator 3 is connected by the starting motor 13 while disconnecting a clutch 4 to separate a compressor 5 from the engine, and the heating step of driving the power generator 3 by the engine 1 to supply electric power generated by the power generator 3 to a compressor heater 12, or to supply the electric power stored in the electric storage device 17 to the compressor heater 12 to heat a coolant supplied to the compressor 5 by a heat pump circuit 9 are performed.
