Provided are a map data storage device, a map data updating method, and a computer program that enable the time required to update map data to be made shorter than with conventional technology. The present invention is configured so that, if updating map data (46) stored in a navigation-side local database (45) of a navigation device (1), the navigation device (1) updates the map data (46) stored in the navigation-side local database (45) on the basis of map update data received from a map transmission center (3), and on the basis of the updated map data (46), creates a data reference-use index (47) in which permanent identification information (PID) included in the map data (46) is associated with a record number (internal identification information) included in the map data (46). Thereafter, if an application is executed in the navigation device (1), the navigation device references the data reference-use index (47) that was created, and thereby accesses the map data (46) stored in the navigation-side local database (45).
