The present invention relates to a method and an apparatus for a radio connection control configuration in a wireless communication system. The present invention comprises: performing an RRC connection setup on a terminal through a macro cell; receiving a result of measuring, by the terminal, a small cell provided by a small base station from the terminal; transmitting a UP dual connectivity setup message to the small base station; receiving a UP dual connectivity completion message including RLC information configured by the small base station from the small base station; and transmitting an RRC re-configuration message configured on the basis of the RLC information to the terminal.
