The present invention relates to a technique of selecting an initial value at the time of motion estimation using a prediction motion vector and reducing the amount of coding of a motion vector using the prediction motion vector in a video codec that allows multiple references. A motion vector encoding device comprises: a prediction motion vector generation unit to generate peripheral motion vectors for the current block and generate a prediction motion vector for the current block from the generated peripheral motion vectors with respect to each of a plurality of reference frames; a motion estimation unit to determine a final motion vector for the current block and a final reference frame corresponding to the final motion vector with respect to search regions of the reference frames; a differentiator to calculate a difference between the final motion vector for the current block and a final prediction motion vector corresponding to the determined final reference frame among the prediction motion vectors; and a means for encoding information about the final reference frame and the difference. |
