PROBLEM TO BE SOLVED: To provide a cleaning device in which stable cleaning performance is maintained, even when the surface states of an image carrier and a cleaning member are changed due to long-term use and to provide a transfer device using the cleaning device and an image forming apparatus.SOLUTION: An intermediate transfer belt 141 carries a toner image comprising toner charged to a predetermined polarity on the surface thereof and is rotationally driven. A fur brush 146 comes into contact with the intermediate transfer belt 141 and is rotationally driven to clean the surface of the intermediate transfer belt 141. A bias application part for cleaning 51 applies a bias for cleaning having a polarity reverse to the polarity of the toner to the fur brush 146, during a cleaning period, that is, while the fur brush 146 cleans the intermediate transfer belt 141. An ammeter 52 detects a frictional current generated by friction between the fur brush 146 and the intermediate transfer belt 141. A bias control part for cleaning 32 adjusts a current for cleaning, according to the frictional current. |
