The device has a mechanical opto-electro system provided with an optical reader, a microcomputer, a permanent computer memory, a controlled drive roller system, two video screens and an electric battery. The opto-electro system processes special ballot papers on which a bar code (c) and fenestrated envelopes (e) are registered. The opto-electro system is installed under a lid (2) in a ballot box. A case (4) is provided with an interchangeable introduction slit and fixed on the lid to center the envelopes during introduction of the envelopes into the ballot box.
