The present invention relating to a treatment process for purifying ocean and lake bottom pollutant sediment including a micro-bubble preprocess has the characteristic of comprising the following steps: a first separation and removal of pollutants by spraying micro-bubbles to the ocean and lake bottom pollutant sediment (S10); and a second separation and removal of the pollutants by mixing surface active agents and oxidant agents with the ocean and lake bottom pollutant sediment (S20).
