The boiler (1) has water circulation blocks (2) stacked on each other and crossed by a set of internal water circulation channels extending through the blocks to form an internal water circuit (16). The blocks include electrical resistors (3) for heating the water in the internal water circulation channels, where the resistors are connected individually to a regulating case (4) for adjusting the heating power. The blocks include another set of internal water circulation channels connected in series to form another internal water circuit (16a) independent of the former water circuit. Independent claims are also included for the following: (1) a water storage and heating installation (2) a central heating installation.
