PROBLEM TO BE SOLVED: To suppress a wasteful use of an uplink radio resource in a radio communication system.SOLUTION: A pilot signal power measurement unit 1 measures the power of a pilot signal included in a reception signal. A reception power measurement unit 2 measures the reception power of the reception signal, first subcarrier power on which the pilot signal in the reception signal is disposed, and second subcarrier power on which other signals in the reception signal than the pilot signal is disposed. A reception signal quality measurement unit 3 measures the reception signal quality on the basis of the measured values of the pilot signal power and the reception power of the reception signal. A cell decision unit 4 corrects a threshold on the basis of the measured values of the first subcarrier power and the second subcarrier power, and compares the measured value of the reception signal quality with the corrected threshold, to decide whether a cell estimated to correspond to the reception signal is valid or invalid. |
