PROBLEM TO BE SOLVED: To provide an image division system and an image division method.SOLUTION: An image division system comprises: a first division module which divides one LCU of an image into a plurality of N×N blocks; a calculation module which calculates an angle of each N×N block; a statistic module which takes the statistics of angles of respective N×N blocks of respective CU blocks of the LCU; a determination module which determines each CU block division system of the LCU on the basis of the statistical results; and a second division module which determines whether to continuously divide the current CU block according to each CU block division system and divides the current CU block into four sub-CU blocks having the same dimension when the current CU block division system is a division continuation system and suspends current CU block division when the current CU block division system is a division suspension system.
