PROBLEM TO BE SOLVED: To improve the availability of a system while improving the resource use efficiency of a physical server in a system composed of active and preliminary virtual machines.SOLUTION: Active virtual machines 30 and preliminary virtual machines 30 are aggregated and arranged on separate physical servers 20. When a virtual machine arrangement device selects a physical server 20 on which the preliminary virtual machines 30 are to be arranged, a physical server 20 is selected, by which the number of preliminary virtual machines to be arranged on the physical server 20 is equal to or smaller than a predetermined threshold, the total of amounts of resources required for the standby of the preliminary virtual machines 30 is not greater than the upper limit threshold for the resource corresponding to the physical server 20, and the amount of resource for the total value of the amount of resource required for the operation of an N number of preliminary virtual machines 30 can be ensured. The virtual machine arrangement device reduces, to the smallest possible number, the situations in which preliminary virtual machines 30 used in pairs with active virtual machines 30 on the same physical server 20 are assigned to the same physical server 20. |
