The present invention relates to a thin and flexible electromagnetic wave absorber and a manufacturing method thereof, capable of efficiently absorbing an electromagnetic wave in a high frequency domain used in a car radar for 24 GHz for FCW, LDW, and AEBS in a car. Specially, a high electromagnetic wave absorbing rate is obtained in the high frequency domain by comprising an electromagnetic wave absorbing material including a carbon material in a binder and also, the absorber is processed with a thin sheet shape with flexibility.
