The present invention relates to a refining device and a refining method using the refining device, wherein a solution stored in a solution storage tank is dispersed/stirred by ultrasonic waves and is transferred to a reactor through an air compressor and the reactor stirs the transferred solution and a solvent inserted through another path so as to generate and refine a reactant.
