A pico base station PeNB #1 in a mobile communication system that supports a carrier aggregation technology defined in a 3GPP standard, communicates with a macro base station MeNB via an X2 interface. The pico base station PeNB #1 requests the macro base station MeNB to limit use of a component carrier or to release the component carrier from the use limitation.
