To manufacture the wrapper, a web 1 of wrapping material having the tear strip welded thereto is fed between two rollers 3, 4, the roller 3 carrying a U-shaped cutter 2 in which a rubber pad 112 which projects above the cutter 2 is mounted. On rotation of the roller 3, the rubber pad 112 periodically contacts a thread 6 of the coloured material to press the thread 6 against the web 1 and the cutter 2 severs the strip 32 from the thread 6 and cuts out a tongue in the web 1. The thread 6 is fed from a roll 5 by means of a roller 47 carried by a double armed lever 46, 43 which is oscillated by a cam 40 mounted on the same drive shaft as the roller 3. The thread 6 is prevented from slipping back by a spring urged lever 10 which is raised by a cam 16 to permit the pad 112 to pull the thread 6 between the rollers 3, 4. Alternatively (Figs. 1-3), the thread 6 is pulled from the roll 5 by an intermittently driven roller (8).
