The present invention provides a molten iron manufacturing device and a molten iron manufacturing method so as to manufacture hot briquette iron having the high reduction rate which can be used for a furnace with molten iron using the reduction gas of a molten gas furnace. The molten iron manufacturing device comprises: a first reduction part having two or more first fluidized reduction furnaces arranged in multiple stages to reduce powder ores; a briquetting device for manufacturing the hot briquette iron by compressing the reduced powder ores passing the first reduction part; the molten gas furnace for manufacturing the molten iron by melting the reduced iron briquetted by the briquetting device and the generated reduction gas to the first reduction part; and a second reduction part for manufacturing the reduced iron by receiving some of the reduction gas in the molten gas furnace and exhaust gas discharged from the first fluidized reduction furnaces.
