Embodiments of the present invention relate to the field of communications, and provide a data distribution transmission method, apparatus and system, to avoid multiple collisions and retransmission and reduce the transmission delay of uplink data. The method comprises: a base station obtaining a transmission performance parameter of a user equipment on a supplement network, configuring a user transmission limitation according to the transmission performance parameter, and sending the user transmission limitation to the user equipment, so that the user equipment performs data transmission on the supplement network according to the user transmission limitation. The method provided by the embodiments of the present invention is applied to data distribution transmission.
