PURPOSE: A double dual carrier modification free coding method, a data transmitting and receiving method, and a system operating the same can obtain the frequency diversity of sub-bands different from each other. CONSTITUTION: A precoding part (13) pre-codes data symbols. The precoding part includes a first precoding part (131) and a second precoding part (132) which pre-codes the symbols pre-coded by the first pre-coding part. The first precoding part generates DCM symbols by precoding data symbols by using a DCM precoding matrix. The second precoding part generates double dual carrier modification symbols. A channel encoder part (11) includes an encoder (111), a puncturer (112), and an interleaver (113). The encoder encodes input pits.
