摘要	PROBLEM TO BE SOLVED: To estimate the video quality evaluation value of a packetized video with high accuracy. SOLUTION: The amount of information for each video frame is derived from an input packet, and the basic GoP length is derived from the amount of information for each video frame. When the video frame type (I, B, P frame) of all video frames is derived from the basic GoP length, and the video frame deteriorates due to packet loss, a deterioration video frame is derived while taking account of the influence of propagation of the deterioration. A bit rate is calculated from the amount of information for each video frame, and the encoded video quality is derived.
