PROBLEM TO BE SOLVED: To properly regulate a developer layer on each of two developer carriers with a common layer regulation member.SOLUTION: A developing device includes: a first developer carrier 1 for conveying developer G to a developing region D1 of an image carrier 10; a second developer carrier 2 that rotates in the same direction at a position facing the first developer carrier 1 and conveys the developer G to a developing region D2 of the image carrier 10; developer supply means 3 for regulating a developer G layer carried on the developer carriers 1, 2; and a layer regulation rotating body 4 that regulates the developer G layer carried on the developer carriers 1, 2. The second developer carrier 2 rotates in the same direction at a position facing the layer regulation rotating body 4, and has a smooth surface 6 with surface roughness in which the maximum height is 5 μm or less. The first developer carrier 1 rotates in the opposite direction at a position facing the layer regulation rotating body 4, and has a rough surface 5 rougher than the smooth surface 6. |
