PROBLEM TO BE SOLVED: To appropriately detect and correct a flash band generated in a frame of video data.SOLUTION: A flash band correction device 10 includes a flash band detection section 11 which detects a frame where a flash band is generated by a start line and an end line of the flash band being a level difference of luminance levels for each line, which is generated in the frame by flash light due to a difference of an exposure period for each line of a video signal which an imaging element in a rolling shutter system outputs for each frame; and a frame rate conversion section 12 for determining the combination of the frames of the video signal before a frame rate is converted on the basis of the start line and the end line, where the flash band is detected, and converting the frame rate into 1/n times. |
