PROBLEM TO BE SOLVED: To improve the availability of services when a plurality of devices offering similar services are arranged on a network.SOLUTION: When an error response is returned for a connection request signal transmitted to a media server 2A, a service function unit 15 refers to a media server list having identifiers of media servers 2A to 2C, information on selection targets, and operating states stored therein to select another media server 2B as a candidate for connection and transmits a connection request signal. As a result, since a call connection to the other media server 2B is attempted even though a call connection to the media server 2A cannot be established, service availability can be improved. Furthermore, since a non-response monitoring timer 16a is included which times out in a shorter time than a time-out time stipulated by protocols, the next media server 2B is selected without waiting for the time-out time stipulated by protocols, and service availability can therefore be improved. |
