PURPOSE: A rubber composition is provided to reduce a topping gauge by improving the rigidity of a rubber, thereby reducing the hysteresis of the rubber and reducing energy loss during the rolling of a tire. CONSTITUTION: A rubber composition for tire belt topping comprises 100.0 parts by weight of a raw rubber and 0.01-10 parts by weight of an aramid short fiber pellet which consists of two or more twisted bundles of the aramid short fiber and a rubber inserted between the twisted aramid short fiber bundles. The aramid short fiber is surface-treated with a compound represented by chemical formula 1 or a hydrate thereof and a polysulfide. In chemical formula 1, Me is an alkali metal, n is an integer from 1-10, and m is an integer from 1-6.
