The body of the tool is configured to receive a length of filter sleeve material and to retain it in a gathered manner and to allow the filter sleeve material to be dispensed from the first end when the tool is in use and filter sleeve material is being applied to a length of pipe. The body of the tool is tapered along at least a part of its length from the second end to the first end.
