<p>The method entails detecting the start of wind-up of an external loop. A target interference signal is established during wind-up. When unwinding is detected, the target interference signal is modified to accommodate power control of the external loop in the normal mode. - A desired interference signal is determined from a data signal received from a base station or a mobile station. The target interference signal approximating the desired interference signal is established. An INDEPENDENT CLAIM is also included for a power control apparatus.</p>
