The method comprises: acquiring exit encapsulation table information corresponding to a pseudo wire (PW) label; according to a control word identifier in the exit encapsulation table information, determining to add a control word in a current message, adding a control word in a current message, and sending the message; parsing the received current message; according to the information of the PW label in the current message acquired through parsing, looking up a corresponding index label attribute table; according to a control word identifier in the index label attribute table, determining that the current message carries a control word, and performing processing on the current message according to the type of the current message. By means of the message receiving and sending method, device, and system, it may be selected to turn on or off a control word according to a specific scenario, thereby reducing the probability of message misprocessing.
