PURPOSE: An image update plotting system corresponding to GIS-based new data is provided to apply measured coordinate information to a corresponding part of a digital map by accurately measuring changed coordinate information. CONSTITUTION: A vehicle measurement unit(2000) obtains encoded average coordinate information through encoded first coordinate information, encoded second coordinate information, and encoded third coordinate information. The vehicle measurement unit transmits the average coordinate information with an encoded image signal in real time.
