<P>PROBLEM TO BE SOLVED: To suppress variation in residual potential due to change in environment. <P>SOLUTION: An electrophotographic photoreceptor includes a conductive substrate 1, and a photosensitive layer 2 on the conductive substrate 1. A layer that constitutes the outermost surface layer of the photosensitive layer 2 (a protection layer 2C) contains a polymer of a charge transport material (A) having a plurality of hydroxyl groups and a charge transport material (B) having no reactive substituent groups. The content ratio of the charge transport material (B) in the entire charge transport materials is 0.19 wt.% or more and 1.5 wt.% or less; and the ionization potential of the charge transport material (A) (IpA) and the ionization potential of the charge transport material (B) (IpB) satisfy the following formula (1).
