PROBLEM TO BE SOLVED: To provide a polyester-based resin composition capable of forming an inflation film having excellent transparency and tear strength, even a recycled polyester resin or a recycled polyolefin resin can be applied therein, and to provide the film formed out of the same. SOLUTION: This polyester-based resin composition comprises (A) a polyester resin in an amount of 50-90 wt.%, (B) an ethylene-α-olefin copolymer in an amount of 5-40 wt.%, and (C) a binary copolymer comprising ethylene units and units having ester groups in an amount of 3-20 wt.% [wherein a total amount of the components (A), (B), and (C) is 100 wt.%].
