PROBLEM TO BE SOLVED: To improve the detection accuracy of connection failure between communication devices.

SOLUTION: A first maintenance entry point (MEP) device 10 transmits a first operation administration and maintenance (OAM) frame to which a value corresponding to a maintenance entity group (MEG) attribute is set and a second OAM frame in which at least a part of bits of the first OAM frame are reversed to a second MEP device 12. When both the first OAM frame and the second OAM frame that are received from the first MEP device 10 are normal, the second MEP device 12 determines that the state of connection with the first MEP device 10 is normal.
