PURPOSE: A phase angle control apparatus and a method thereof are provided to reduce inevitable torque changes by controlling a phase angle between a column and a mid-spindle in a steering device comprising a column having tilt function. CONSTITUTION: A phase angle control apparatus(200) comprises a tilt sensor(210), an electronic control unit(220), and a phase angle control motor(230). The tilt sensor senses the tilt angle of a column. The electronic control unit calculates a target phase angle between a column and a mid-spindle based on the sensed tilt angle for stable torque change and outputs phase angle control signals. The phase angle control motor changes a phase angle into the calculated target phase angle.
