PURPOSE: A disease and insect pest management system and method thereof are provided to transmit predicted insect pest information to a farmer terminal by creating disease and the predicted insect pest information by collecting weather information. CONSTITUTION: A weather data collecting unit(310) collects the weather data of the registered specific time. A weather data processing unit(320) processes the weather data in order to apply to a disease and insect pest prediction model. A disease and insect predictive information creation unit(330) creates disease and insect pest predictive information by reflecting the processed weather data and cultivation information to the disease and insect pest prediction model. An SMS(Short Message Service) transmission unit(350) processes the created predicted disease and insect pest prediction information in order to transmit the created predicted disease and insect pest prediction information to a farmer terminal.
