PURPOSE: An operating device and an operating system are provided to enable a user to easily grip the operation device regardless of the size of the screen of a mobile terminal and to enjoy a game. CONSTITUTION: An operating device comprises a housing(50) having a plate form, a display part, a first manipulation part, a second manipulation part, a third manipulation part, and a fourth manipulation part. The display part is installed on the surface of the housing. The first manipulation part and second manipulation part are respectively installed in the right and left of the display part. The third manipulation part and fourth manipulation part are respectively installed on the opposite side of the first manipulation part and second manipulation part. |
