PURPOSE: A hydraulic turbine is provided to efficiently use a fluid flow because water is induced by installing a water collection plate and offer a stable hydraulic turbine which rapidly operates and rotates according to the water flow change by forming a plurality of opening/closing plates. CONSTITUTION: A hydraulic turbine comprises a turbine, a housing, a blade(20), and a frame(30). A shaft of the turbine is perpendicularly installed with respect to water flow. The turbine converts the water flow energy into the rotary energy regardless of water flow direction. The housing forms the central part. The blade generates the torque by the water flow and a side of a friction surface is opened/closed. The frame supports the turbine. A water collection plate(32) is formed.
