PROBLEM TO BE SOLVED: To provide a driving status monitoring system capable of improving safety by a simple and inexpensive system, a driving status monitoring program, an operating status monitoring system, and an operating status monitoring program. SOLUTION: The driving status monitoring system 1 monitors the driving status of a vehicle V, and when the system determines that the driving status of a vehicle V is appropriate, the system lowers the travelling speed of the vehicle V not higher than a limit speed. A driving status memory 7d stores a speed curve expressing a change in speed when expressing a distance by a horizontal axis and a speed by a vertical axis. A driving status setting section 7e sets the ideal driving status of the vehicle V as a driving condition, or sets an optimum driving status in past driving statuses as the driving condition. A driving status comparator 7g compares the driving condition set by the driving condition setting section 7e with the current driving status of the vehicle V, while a driving status determination section 7h determines whether the speed of the vehicle V is deviated from an ideal speed curve or not.
