<P>PROBLEM TO BE SOLVED: To provide an ink composition for a water-based ballpoint pen, which suppresses the occurrence of air-bubbles in the ink that is a conventionally unresolved problem, and which provides good feel of a pen when used, and to provide a water-based ballpoint pen refill using the ink composition for a water-based ballpoint pen. <P>SOLUTION: The ink composition for a water-based ballpoint pen which contains at least water, a colorant, a phosphoric acid ester-based surfactant, and a pyrrolidone derivative, is used.
