<P>PROBLEM TO BE SOLVED: To provide an inner-city round tour plan creation supporting system that properly supports the creation of an inner-city round tour plan. <P>SOLUTION: In an inner-city round tour plan creation supporting system, after initial tour conditions are input, a tour plan creation processing device 20 creates an initial tour plan using the average moving time to visiting desiring facilities while referring to a facility database 15. Then, the tour plan creation processing device 20 creates the initial tour demand for moving via demand bus service in the initial tour plan and transmits the created initial tour demand to an operation plan creation processing device 30. The operation plan creation processing device 30, which receives the initial tour demand, creates the operating schedule plan of a route bus 90<SB POS="POST">1</SB>, ... in consideration of the initial tour demand.
