PROBLEM TO BE SOLVED: To provide a lead conductor and a lead being capable of preventing an insulator from being peeled off from the lead conductor over a long period of time and being inexpensively manufacturable, and provide a power storage device using them and methods of manufacturing them. SOLUTION: This lead conductor 19 projects from the inside of a first bag body 114 wherein a nonaqueous electrolyte 20, a positive electrode 30, and a negative electrode 32 are sealed to its outside, and is fused to an insulator 21 formed on the inner surface of the first bag body 114. A groove 120 extending in the direction perpendicular to the projecting direction of the lead conductor 19 is formed in the portion of the lead conductor 19, where the insulator 19 is fused.
