The device for covering a surface of a tank (50) containing a liquid (51) emitting harmful gaseous effluents, comprises ballasted free elements (10) disposed on a surface of a layer. The free elements are less dense than the liquid, and have an external design with a material having catalytic properties and a density gradient. The free elements are spherical in shape, have a density of 0.8-1.2, and comprise a core having an external surface, which is covered with a material. The core is made of a material including metals with weak density, cork, polystyrene and plastics.
